There are multiple Sanctuaries scattered in the various cities among the lands (only 1 per city). By default all characters will start in the Veslan Sanctuary, however; there are ways to change where you start. In a sanctuary one may not start or continue combat in anyway as it is (duh) a sanctuary (>_<).

In the past, a yasuo cleric was able to create a sanctuary anywhere he or she pleases with this sanctuary lasting almost an entire boot time.
