In the Game Moral Decay, player killing (or PK) is strongly discouraged (it is still allowed though, if you have a reason). Therefore if someone was to kill another, who has an Infamy title of citizen, will have his/her infamy made so that they will not be able to use general stores, public stores (such as bakeries, not too sure about guilds). Those that kill people with bad infamy titles though will be rewarded.

In order to get rid of a bad infamy title, one has to wait a certain period of time, dependent on how many people one has killed.
